Yes, because crossing:markings only says that the markings look like that (alternating stripes).

Afaict, the main addition is the presence of a flashing yellow light. This can - and should be - tagged with flashing_lights=yes.

If it’s not legally a Zebra crossing, then some detail is there that violates or doesn’t fulfill the relevant regulation. This needs to be tagged if you want to make clear why it’s not a legal Zebra crossing.

Well, I’m not the author, but that’s how I see it and the proposal seems in line with that.
