Emphasis on established. I once participated in a vote that, among other things, deprecated a short-lived key with as few as 22 occurrences. That would work out to a minimum 32 minutes of voting. But for a tag with this much history, a poll lasting upwards of 15 months would easily rival all but one papal election in history. (That one only ended after the voters were made to subsist on bread and water.)

Well, you’d either have 2 weeks as the floor or just say: 2 weeks + (uses /1000)×days. The latter might be a bit more sensible.

Maybe adding a week per digit in the usage count might be a little more palatable. This would have been an 8 week vote. Although the time to deprecate highway=residentialwould only be 10 weeks, which seems on the short side for a core tag.
