Use of `admin_level` on `capital`s

I don’t know where you got that from because I very much want to map things as defined areas. When something isn’t defined by borders then it should remain as a node.
You and others keep saying that the place=* nodes and boundary relations are representing different things but the wikidata and population match which clearly implies they’re the same thing. If you say they are not the same, then signify that difference.

Yes, neighbourhoods will probably have the biggest desputes which is why they should remain as areas. But most things higher than that are equal to the area.

Yes, I understand that oftentimes local neighbourhoods differ from administrative ones but in the entire world not every case has this distinction. It makes no sense to me how highway=bus_stop on areas is rendered but not place=*.

Right. So we shouldn’t use place=municipality on nodes when borders are defining.
