This isn’t a matter of opinion. One only has to look at various cities around the world to see that this isn’t true. Multiple examples have been provided that don’t match your mental model of the world, but you continually dismiss them.

Look at the node for Paris. Its population matches the population of the area for the city of Paris relation. Wikidata matches too. Same for Munich.

But that is a different concept from a city as a place where a lot of people live in fairly close proximity.

That’s really subjective. I will still say that this forest is located in city X. The Wikidata for the border is the same also which would imply they’re the same thing.

The city of Limerick, the third largest in the Republic of Ireland, ceased to exist as a local government entity in 2014. Its City Council was merged with the County Council of the surrounding county, much larger by area and much more rural, to form Limerick City and County Council. By your logic it seems that Limerick City either disappeared overnight, or expanded to include large areas of cattle pasture.

No, you clearly haven’t read all of my posts. This event simply means that the city of Limerick no longer has defined borders and a new entity called the Metropolitan District has been created.

I am curious about whether you think that villages and hamlets are also defined by their administrative borders, or is this just for cities or cities and towns?

They are defined by the borders if they exist. There are lots of villages in Poland that don’t have administrative boundaries defined. These are the exact cases, where nodes tagged with place=* should stay as they are.
