I think it might even be more commonplace than that. I believe this tag would apply to anywhere where vehicles traveling parallel to pedestrians have a green light to turn right across a crosswalk where pedestrians have the signalized right of way. In the US, this would correspond to essentially any intersection without a dedicated right turn signal, or without unusual pedestrian signal phasing like a scramble where pedestrians aren’t allowed to cross at all during non-scramble phases. The barbarity/innovation of being allowed to turn right on a red light across a crosswalk has probably not crossed the minds of many non-Americans
