I know what you mean, but I still stand with what I said. The wiki does not make it obvious enough which one should be used, railway=dismantled does not even have a page. What about trackbeds that have been converted to cycleways? They are often mapped as railway=razed; would you say that usage is incorrect? There is a very broad variety of abandoned railways, some are left to rot and some are repurposed. Perhaps there should be other tags for those repurposed? And if your definition of railway=razed is the “correct” one then I do think that the tag should not exist and that those railways should not be mapped on OSM in general.
