We usually map the max speed that results from a sign, we don’t map the exact text on the sign. The text “50” on a sign might mean 50 mph, 50 km/h, 50 knots, 50 meters until the next exit or whatever, but we interpret the signs into something machine readable. Or if the sign says “Speed Limit 60 mph” we don’t put that into the database as free form text, we insert maxspeed=60 mph.
