why not instead focus those OSMF resources on enabling Discourse Chat on this Discourse instance

I would certainly suggest we at least try that to see if it works well enough to keep around. Currently in the global list we have the following that might reasonably be considered “some sort of chat”:

• OpenStreetMap World Discord
• OpenStreetMap Telegram
• OpenStreetMap on 𝕏
• OpenStreetMap on Facebook
• OpenStreetMap on IRC

Of those Twitter just shows random stuff unless you’re already logged in, and everything other than IRC needs you to agree to some third-party Ts and Cs.
