Maybe there’s a misunderstanding somewhere, but wouldn’t the night-time facility be a dedicated social_facility=shelter as already exists? The “climate_shelter” bits in contrast are extra-information about a wide range of existing POIs (government of different scales offices, schools, libraries, …).
