Internet addresses are not allocated to countries they are allocated to ISPs, at best there is a loose relationship between the specific served area and the address ranges that they can utilize. And even if there was such a strict relationship it would be trivial to circumvent.

There has been some discussion in the past of providing a mechanism to lock down areas, however this would be independent of the address editing was performed from.
