We cannot tag a prohibition where no prohibition exists. The foot=use_sidepath is expressly for the purpose of encoding a legal compulsion to use sidepath, which evidently does not exist in Toronto.
An appropriate sidewalk tag on the roadway is enough, please do not add legal access tags like foot which do not have a legal basis.
