We can balance this by the algorithm of the “automated changes tool”. First let it count, set limits.
I assume, I? the tool needs an edit-id. And the OSM API supports login, read(not needed?), upload changeset. Manageable. I would prefer to do it in a team, as this is mostly new to me. Either with @ Mateusz_Konieczny code or I could write something new (Rust) No promises, my time is limited.
